ATLANTA - The Atlanta Hawks are on the market.The teams owners said Thursday they have unanimously approved a plan to sell all shares. The sale would include operating rights to Philips Arena, the Hawks home.The sale will commence immediately, and the team is expected to remain in Atlanta.Mayor Kasim Reed has said the city might offer concessions to any new owner to ensure the Hawks commit to remaining in Atlanta for another 30 years. The Hawks would have to pay a $75 million early termination fee if they leave Philips Arena before the 2018-19 season.Hawks chief executive officer Steve Koonin had no comment.The announcement was expected following reports last week the full ownership group would join co-owners Bruce Levenson and his Washington partner, Ed Peskowitz, in the sale. Levenson and Peskowitz control 50.1 per cent of the team.The ownership group has reason to believe the market is ripe for a big profit.The Clippers, estimated by Forbes one year ago to be worth $575 million, sold for $2 billion last year. The bottom value for a franchise may have been set when the Milwaukee Bucks sold for about $550 million last year. Forbes valued the Hawks at $425 million before the sale of the Clippers and Bucks.The group bought the Hawks, NHL Thrashers and operating rights to Philips Arena for $250 million in 2004. The Thrashers were sold for $170 million in 2011 and relocated to Winnipeg as the Jets.Based on the Hawks play, the timing for a sale couldnt be better. Attendance is up with the Hawks (27-8) off to their best start in franchise history and holding the best record in the Eastern Conference.In 2011, the Hawks owners made an unsuccessful attempt to sell to California developer and pizza chain owner Alex Meruelo. The deal fell through after Meruelo was introduced as the new owner.Levenson announced in September he was selling his stake in the team following the disclosure of an email he wrote two years ago. The email contained inflammatory racial comments, including his theory the team struggles with attendance because the black crowd scared away the whites.Levensons email was uncovered in the Hawks internal investigation of racial comments by general manager Danny Ferry, who remains on an indefinite leave. Ferrys future with the team is expected to be determined by the new owner.To assist with the sale, the Hawks have retained investment management firm Goldman Sachs & Co., which has an Atlanta office, and investment bank Inner Circle Sports LLC. Although an FA disciplinary panel backed Anelkas insistence that he was not being intentionally anti-Semitic, performing the gesture was still found to be racist and abusive. Anelka, who appeared at the hearing this week, received the minimum five-game ban for racism offences, was also fined 80,000 pounds ($133,000) and ordered to complete an education course. Anelka can appeal, and he must decide within seven days of receiving the panels written reasons. But West Brom responded to the verdict by suspending him while the central England club conducts an internal investigation and awaits the conclusion of the FA process. "The club acknowledges that the FA panel did not find that Nicolas Anelka is an anti-Semite or that he intended to express or promote anti-Semitism by his use of the quenelle," West Brom said in a statement. "However, the club cannot ignore the offence that his actions have caused, particularly to the Jewish community, nor the potential damage to the clubs reputation." The panel found Anelka guilty of two charges -- that the gesture "was abusive and/or indecent and/or insulting and/or improper," and it was racially offensive. Anelkas legal team said he was "pleased" to be cleared of anti-Semitism. "This verdict sends a strong message to Jewish players and supporters at all levels of the game that the FA will act against anti-Semitic acts if they are reported." The European Jewish Congress expressed concern that Anelka was yet to express any regret over the case. "Even if the FA is not convinced that the players intent at the time was anti-Semitic, he surely knows now the origins of the quenelle and the hurt and pain it caused the Jewish community, yet we are still waiting for an apology," EJC President Dr Moshe Kantor said. "Anelkas silence speaks volumes." The organization hopes the FA will use the case to help clamp down on abuse against Jews. "Anti-Semitism remains the fastest growing hate in football, on the field and in the stadiums, and we hope that this episode will be used positively to once and for all stamp out hatred for Jews in football," Kantor said. Anelka avoided the heaviest racism ban imposed recently by the FA, eight games for Liverpool striker Luis Suarez in 2011 for racially abusing Manchester United defender Patrice Evra. Chelsea captain John Terry received a four-match ban the following year, before the minimum five-game racism ban was introduced in England.
